School Site Council

California law requires that each public school convene a school site council which is charged with development and approval of the school's improvement plan.  Who is on a school site council?

The law defines the role of each member of the school site council. At all levels the group shall include:

  • The number of non-school staff (parents, students and community members) must equal the number of school staff, known as “parity”. A staff member of the school who is also a parent cannot serve as a non-school staff member. 
  • Of the staff members, the majority must be teachers. For example, if there are two non-teaching staff members and the principal on the site council, there must be at least four teachers on the council and 7 parents, students or community members.

How do I become involved? 

School Site Council (SSC) meetings are public and prior notice must be given before the council meets to take any action. All parents and community members are welcome to attend meetings. 

Individuals who wish to serve on a site council should speak with the school principal who will inform them of the dates, times and method of election for any open positions on the council. The SSC is made up of the school principal;

  • Teacher representatives elected by fellow teachers (majority of staff representatives);
  • Other school staff elected by their peers (staff not assigned a class, usually a classified but not required);
  • Parents of students currently attending the school and selected by other parents;
  • Secondary schools, student representatives are selected by other students. 

English Learner Advisory Committee (ELAC)

Purpose:

The primary purpose of an English Learner Advisory Committee (ELAC) is to provide input from parents of English learners to school staff and administrators, ensuring their voices are heard regarding educational programs and services for English learners. ELACs advise on the needs of English learners, assist in developing needs assessments and school site plans, and help inform parents about school programs and the importance of regular attendance.

What is the Time Commitment?

There are 4 official ELAC meetings per year.  We will also be hosting workshops for families on various topics.

Key Functions of ELACs:

  • Advising the School:
    • ELACs provide advice to the principal, staff, and School Site Council (SSC) on matters related to English learners.
  • Needs Assessment:
    • They help develop the school's needs assessment and identify areas for improvement in services for English learners.
  • School Plan Development:
    • ELACs advise on the development of a site plan for English learners and ensure it is considered for inclusion in the School Plan for Student Achievement (SPSA).
  • Parent Engagement:
    • ELACs help make parents aware of the importance of regular school attendance and provide them with a voice in their children's education.
  • Training and Support:
    • Members receive training and support to help them fulfill their responsibilities, with costs potentially covered by school or district funds.
